I have to send something to France but (this is just an example not the real address so if it's wrong thats why) there is a number in brackets beside the city name, ex: Saint-Andre-Lez-Lille (67). What is the number in brackets beside the city name??? Is this the apartment number or......

The number usually goes before the name of the town and indicates the region / area . Each postal area has a zip code .

The postal codes for Saint-André-lez-Lille are either 59527/ 59350. The 59 is the indicative of the region which is Nord, so you do not have to write it in full. For instance a town in Pas-de-Calais would have a postal code starting with 62 then the indicative number for the town.
